User repositories

An Organizational Data Server in Habitat houses user repositories for every member of the organization. This allows all data writes to be tied to a particular identity, and granular permissions between those identities in the concept of an organization. User repositories are much like the AT Protocol concept of repositories, however, they do not support public data at this time and hence do not implement the requirements of the #atproto_PDS as of the time of this writing.
