Notify a repo host that outstanding space credentials were revoked. Sent by the space authority. The repo host MUST reject a credential whose jti has been revoked for that space, and retain the revocation for at least 60 minutes (the maximum credential lifetime). Idempotent, so the authority may safely retry delivery. Authenticated with service auth from the space authority.
